Trump releases budget hitting his own voters hardest

The president’s proposal for next year’s federal spending calls for more than $1 trillion in cuts to social programs, including farm aid.

Donald Trump, whose populist message and promises to help American workers propelled him to the White House, issued a budget proposal on Tuesday that instead takes aim at the social safety net on which many of his supporters rely.

Rather than breaking with Washington precedent, Trump’s spending blueprint follows established conservative orthodoxy, cutting taxes on the wealthy, boosting defense spending and taking a hatchet to programs for the poor and disabled – potentially hurting many of the rural and low-income Americans who voted him into office.

The budget proposal underscores the wide gulf between campaigning and governing, even for a president who promised to rewrite the presidential rule book.

The president’s budget plan calls for more than $1 trillion in cuts to a wide range of social programs with millions of beneficiaries, from farm subsidies to federal student aid. That includes a $600 billion cut to Medicaid over 10 years, despite Trump’s repeated promises on the campaign trail not to cut the program. The budget also takes an ax to the federal food stamp program and Social Security Disability Insurance.

Trump also proposes some of the deepest cuts to agriculture subsidies since Ronald Reagan, squeezing out nearly $50 billion over 10 years.

Trump’s budget would drastically cut domestic programs controlled by Congress, slashing $1.7 trillion over 10 years. At the end of the decade, the U.S. would spend nearly twice as much on defense as on other domestic programs. Domestic discretionary spending would be capped at $429 billion per year, below 2004 levels, while military spending soars to $722 billion.

The annual budget proposal – which has no chance of becoming law as proposed even though Republicans control Congress because GOP lawmakers write their own budget – serves as a starting point for negotiations and as a messaging document for the president and his party.
“There’s a certain philosophy wrapped up in the budget and that is — we are no longer going to measure compassion by the number of programs or the number of people on those programs,” White House Office of Management and Budget Director Mick Mulvaney, one of the budget’s chief architects, told reporters on Monday. “We’re not going to measure our success by how much money we spend, but by how many people we actually help.”

Mulvaney rejected accusations that Trump’s budget unfairly targets the poor, arguing instead that it amounts to a broad rethink of the country’s welfare system.

“We need folks to work. We need people to go to work. If you’re on food stamps, and you’re able-bodied, we need you to go to work. If you’re on disability insurance and you’re not supposed to be, we need you to work,” he added. “There’s a dignity to work, and there’s a necessity to work.”

Mulvaney, a former South Carolina congressman and founding member of the conservative Freedom Caucus, has long sought dramatic cuts to Medicaid and other programs.

Mulvaney said the budget does not touch “mainline” or “core” Social Security, but it does cut Social Security’s disability insurance. The White House is also leaning on anti-fraud programs to save billions of dollars in Medicare.

The White House plans to heavily promote its commitment to Social Security and Medicare, though its attempt to eliminate the federal deficit while largely preserving those entitlement programs — which together make up the bulk of federal spending — will leave behind a path of destruction for other safety net programs.

Trump’s budget would tighten the belt on programs for low-income families ranging from cash assistance to the child tax credit. Nearly $200 billion in cuts will come directly from the federal food stamp program, which helps feed 44 million people each year.

Trump would also slash $72 billion by tightening the rules for programs for people with disabilities — programs that Trump’s advisers have described as riddled with fraud and abuse. A federal watchdog, however, found last year that 17 anti-fraud programs already exist.

      It infuriates me that muslims get welfare. In most countries, they don’t let someone in if they can’t support themselves! It infuriates me that able bodied people get welfare and handouts! That won’t happen with Trump.

    The biggest point to this inhumane budget proposal is the idea of getting people to work to avoid starvation. Well, that plan would be cleaver if there were jobs available to get. If there were daycare centers that can watch the children of singe moms so that they can work if they could find a job. If the poor could give up the idea of eating so all that money won’t be wasted on food stamps. If people incapable of holding a job would just shut up and go away. This does look like a very nice budget, cut out people programs and safety nets, give that money to the defense industry and to the very well off in additional tax cuts. Sounds good to me. What are people complaining about???

        First, I’m a big believer in self reliance and being responsible. With that said let me ask this of you; Have you ever been out of work with no healthcare, no savings and no job possibilities for you or your wife. at all? Have you had your phone and power turned off? Have you had the bank on your butt demanding payment or else? Then have your wife break her elbow in a fall? It can be a little depressing for a middle class guy who lived by the rules. What I got done is get the bank off my back. If it were not for a job here and there, and some assistance, food would have been a problem. Yet, there are people far worse off than I was. It took a few years but I’m OK now. Many people today are not so OK. I and my wife were lucky because we have marketable skills that a computer can’t take away……..yet. Millions of others do not and without help, they and their families are truly f##ked.

        The is such a thing as being down and out no matter what you do. I did not make any excuses and yet there I was, broke. It was that Bush created financial blow-up that screwed me and there was precious little I could do about it. Yet you are telling me that if I only put my nose to the grindstone I wouldn’t need any help and I’d get it done. Thank G-d I got some help. With that it took a few years to “get it done”. Without it, NO!

        This budget removes much of that lifeline that I was forced to use. If that budget was in place when I was at my low, I’d be on the street eating any pidgin stupid enough to get that close enough to me.

That is Communism on steroids. Benjamin Franklin said it best: “I’m all for helping the poor. But I differ as to the means. Rather than making the poor easy and comfortable in poverty, we should be leading or driving them out of it. Three of the 10 planks of the Communist Manifesto were installed into the USA during the democrat administration of Woodrow Wilson. The 16th amendment is a carbon copy of the second plank of the Communist Manifesto which is: “a heavy progressive income tax.” The Federal Reserve [which holds zero in reserves] the biggest money laundering fiasco ever which installed yet another Communist Manifesto plank: “a strong central bank”. And the Inheritance tax [now called the Death Tax an envy driven horror that penalizes success and makes succession of such wealth tax heavy all because others or their families weren’t as successful.

It has NEVER worked. Marx was full of BS, his ideas failed, he lived off the money of others, to be blunt. Also pure Capitalism is not good either. Pure Socialism is also non-workable. The hybrid combo of mostly Free-Market Capitalism that we have here does work but needs periodical tweaking because times change. I’m losing track here……

        Let’s try this direction: OK, every society will have its’ poor and those that can’t contribute to it. There will always be those who through no fault of their own will be down and out, It’s unavoidable. The bigger a society, the more complicated it is, like ours, the bigger the problems. That should go without saying. Question, does society have an obligation to give a hand to its’ citizens who find themselves in trouble? Does a society have a moral obligation to give its’ citizens from invaders to health? Lastly how would you do it if you were the leader? What are your ideas? Who knows you may be that person with the solution. It does happen you know. What would you do. What would you recommend?

        Everything you mentioned is a reason for ‘not’. How would you answer those questions? Clearly letting the least among us being thrown out in the cold won’t work.

          It goes toward feeding the beast of vote buying and vote selling coercive; controlling; confiscatory progressive big government who uses humanity against itself via gradualism; incrementalism and the divide and conquer stratagem fueled by Lenin’s favorite doctrine “The Lie is Sacred.” Those who truly can’t be helped should be helped but NEVER via government but rather strong families and neighborhoods. Those who truly can’t help themselves are so small that strong families [families in the USA have been crippled] and communities can help the authentic “I can’t’s”. Those who wallow intentionally in chosen dependence at the expense of others and who gladly practice “I won’t” should never be helped. It is a violation of two of God’s Ten Commandments [not recommendations] “Thou shalt not steal” and “though shalt not covet thy neighbors goods”.

          When government takes over charity, it becomes habitual dependence and thus coercion. The government should be FOCUSED on encouraging; expecting; and then helping to educate every American to become economically self-sufficient and independent. If someone wants more, they must become more. In the USA poverty should always be a choice not ever a condition. Charity must be included as a temporary hand up not a perpetual hand out.

          Everyone should have the same rights provided of course that everyone who has been given rights willingly accepts commensurate responsibilities for each given right. Rights without responsibilities are not rights. They’re wrongs. Everyone wants rights. Very few want responsibilities as shown by the 50% of federal income tax filers who don’t pay any federal income tax and yet are protected by the same government to whom they make no contribution. That’s an irrefutable doom loop.

          When is the last time you saw interested parties protesting or marching while chanting “We want more responsibilities.” ???

          The totally “confiscatory” DEATH TAX produces little revenue as compared to the toxic totalitarian suffocation of the entirely Communist Manifesto inspired Income Tax and Inheritance Tax Enslavements.

          Why did you overlook those two huge taxes while zeroing in on the smallest?

          Communism is Godless; soulless; life hating; family destroying; wealth redistribution madness. Our so called Constitution has been transformed with premeditated orchestration over several generations [inch by inch enslavement is a cinch] into a garbled
          Convolution meaning whatever some judge says it means whenever the judge wants it to mean what the judge wants.

          Communism is alive and well because it camouflages its precepts behind words that can be used to place guilt on the goo by twisting the authentic meaning of words like: inclusiveness; multi-culturalism; tolerance; compassion; discrimination; and the most overused and abused word in the lexicon “Love”.

          Communism hinges on two evils: “The ends justify the means”[lie, cheat, steal, rape, pillage, plunder, murder, terrorize, etc.] and “from each according to their means to each according to their needs” leading to a sterilized robotic sense of dread whereby everybody gets the same things in the same amounts except that nobody ever gets enough of anything SAVE OF COURSE for the elites. Communism and Socialism are like kissing cousins or Siamese twins. One enslaves by force. The other by votes.

          The USA as it was intended to be no longer exists. Over several generations the USA like a large whale has been lured on to the beach. Half the population is trying to push the whale back into the ocean where it belongs. The other half is trying to push the whale further inland so it suffocates. Destroying the USA from the outside in is unlikely but destroying it from the inside out has, I fear, been more than fully accomplished. The Commies were and are masterful at psychological warfare and brain washing.

            Dear Mr. Transfer; You didn’t answer the questions. If you were in charge what would you do to help fix things? What policies would you put in place if you were President? If someone wants more, they must become more.” The problem is this new budget cuts education. There will be no money for training for the new jobs [which are going unfilled by the way]. As for charity from the variety of places that give it, it is much to undependable. A well designed government program in consort with things like the Gates Foundation can get the job done. Even that for the long haul is ‘iffy’.

            The USA is not destroyed, we are still here. A good thing to read is Truman’s autobiography. We can and do have bad administrations but his faith in our system makes clear we the people will fix it and we do. It will give you a boost. Not only will history show him to be one of our great Presidents but you will be up-lifted by it. If it’s the “commies” you’re afraid of, fear Fascism much more. The stage is more set for that to happen. Guys like Trump and his cabinet are the opening bell. A media that does not do it’s job [like now though getting better] aids and abets that. You want to exercise a little healthy paranoid thought, try that.

            We all have to stop giving reasons for ‘no’ and come up with solutions. You offered a good idea. Why not expand on it and work to make that happen. Now that’s being a very good and ideal American and beats the hell out of blaming this, that and the other thing.

            OK! To do it right we need to go back to the beginning and reinvest the learning since 1776. We can’t fix what is broken because the system upon which the government was built was itself built to fail. It is essentially the same formation of the British system – a system we fought against and then we turn around and copy it calling it different names save for a king and queen which were even at that time beginning to lose clout in England. Some would say that we are different because in 1787 we established a “Constitutional Republic”. And yet today we are often called a democracy by the very people who are supposed to swear an Oath to preserve, protect and defend a Constitution which specifically calls for a “Republican” form of government. What we call a Constitution isn’t a Constitution because the structure of the government has all too often made the Constitution unconstitutional to itself. The Constitution is like a erector set with missing parts. Even with all the missing parts it lacks windows; doors; roofing shingles etc. allowing easy access for the elements to enter. What we have is a parchment museum piece that has been turned into silly putty. Constitutional certitude doesn’t exist because what we have is a Convolution simply comparable to the single wing formation in football.

            Kindly recall what Benjamin Franklin said to a Philadelphia citizen who asked him what occurred during the Constitutional Convention. When asked Franklin said: “Madam! What YOU have is a Republic if you can keep it.” Why didn’t he say: “Madam! What WE have is a Republic and it is built to last”? A more perfect union??? We are more like the “Divided States of America” than the United States of America. These “divide and conquer” stratagems were premeditated orchestrated and choreographed from the inside out.             The word Constitution comes in part from a Latin word that means “Stand Firm.” The only way “stand firm” has a chance is when the government and it’s structure are anchored to timeless principle and transcendent truths. It all starts with the beliefs and behaviors of the people. Instead of a Constitution which has already so often proven itself unconstitutional to itself, we would be better served with a Covenant which clarifies not only individual rights but individual responsibilities. Everyone who is permitted access would be required to understand the contents of the Covenant and then sign off on their willingness and readiness to behave according to all rights AND responsibilities. In other words everyone would know that everyone else moves as one with them resulting in a genuine government of, by, and for the people where unity [in the main] is automatically built into the system. That’s self-government. Those who are selected to represent us will administer to will of the people rather than determine it.

            The Covenant would be principle based relying on the definition that principle means: “doing the same exact things under different circumstances” thus eviscerating the need for special interest antagonisms. Everyone plays by the exact same Covenant. Favoritism is minimized. Everyone is automatically part of the majority because so called minority groups are made moot by the Covenant itself.

            Their would be principles for: taxing; spending; voting; electing; educating etc. These principles would be written in clear impossible to misinterpret language thus making extinct the need for interpretation by ruling elitist judges who make up the law as they see fit.

            As an example on principle would be: We will have one and only one tax at the federal level. The tax will be levied at consumption. The rate of the tax will be no more than 9%. The 9% will be collected at the county government level. The county government will keep 3% and forward the remaining 6% to the state government. The state government will keep 3% of the remaining 6% and forward the remaining 3% to the federal government. The rationale is: God should get 10%. Therefore, government should get less. And having the county government the source of collections gives the county government the right and the responsibility to hold in abeyance money sent to the states when/if the states misbehave as would be the case for the states when if the federal government misbehaves. This results in the people owning and ruling the government vs. the government owing and ruling the people.

            As has been shown, there is no such thing as “limited government”. Concepts like this together with the holistic Covenant stressing responsibilities as well as rights would confine and constrain government into doing a few common things [things that no one citizen or group or citizens can do for themselves by themselves] done uncommonly well…national defense; border security; interstate commerce; interstate roads, bridges, dams, levies etc.

            All of this is contingent on a previous statement for which you showed agreement and support.

    FACT: The government it spending too much. We need to cut just about everywhere. And those who want to play favorites as to who gets cut are just playing OLD POLITICS.
    Right now, I would be happy if a great many agencies and programs were just eliminated. Like the EPA and the Dept. of Education. Since that is NOT going to happen, then I am agreeable to cut CUT, CUT.
    The simplest approach is you either cut or you pay. There is NO FREE RIDE for anyone. And IF the government would GET OUT, of our business, everyone would be better off.
    Example. We just had floods here in Missouri. But who is everyone waiting for to TOTALLY bail them out? The government. First STOP rebuilding where it floods. Second, get the churches off their DEAD ENDS and get them to help. That is one of the ONLY places that help for the poor should be coming from Then get up and GET TO WORK.
    It has been several weeks now since the flood. And some of these WORTHLESS people have not even bothered to clean up the debris. WHAT ARE THEY WAITING FOR?
    America is great ONLY when it gets up and does for themselves.

      Lets also look at govt salaries and benefits. Why are we still paying a salary and benefits to former POTUS? Why are we providing for lavish benefits for those in congress? Stop providing for illegal aliens. Stop providing SS benefits overseas to people who are LONG DEAD! Stop providing assistance to those who don’t truly need it. Is it any wonder we’re going bankrupt?

            I hear you, but I still have to disagree. Everyone is busy and you can get a pretty good feel for where a candidate is coming from in a rather short period of time.

            We’re talking about our lives and the lives of our children being effected by these people who are getting voted into office. Isn’t it worth a bit of time a couple times per week to find out about people in the running and the issues at hand?

            I spend about 30-40 mins reading, if that, before I go to bed. I don’t watch TV, so I get all my information from various websites and emails. Most people are getting info from TV and possibly websites and emails. They probably spend more time on TV than I do reading.

            I truly hope people are taking a few minutes to get involved. It’s the only way we’re going to get ourselves out the mess we’re currently in. Understanding the communist/socialist/progressive/liberal movement that’s been destroying this Country is so important. It’s been going on since the 1950’s and earlier. It’s been very methodical, deliberate and well planned. If we believe in our Constitution and Bill of Rights, we must stop them. The only way to stop them is to become informed and to educate ourselves as the media is nothing but a pack of liars in bed with those destroying the Country.

            Read this and then tell me it’s not worth a bit of time to educate ourselves on candidates and issues. It was entered into the Congressional Record in 1963. If you’re a reader, I highly recommend “The Naked Communist,” by Cleon Skousen.

            Mr. HERLONG. Mr. Speaker, Mrs. Patricia Nordman of De Land, Fla., is an ardent and articulate opponent of communism, and until recently published the De Land Courier, which she dedicated to the purpose of alerting the public to the dangers of communism in America.

            CURRENT COMMUNIST GOALS

            1. U.S. acceptance of coexistence as the only alternative to atomic war.

            2. U.S. willingness to capitulate in preference to engaging in atomic war.

            3. Develop the illusion that total disarmament [by] the United States would be a demonstration of moral strength.

            4. Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.

            5. Extension of long-term loans to Russia and Soviet satellites.

            6. Provide American aid to all nations regardless of Communist domination.

            7. Grant recognition of Red China. Admission of Red China to the U.N.

            8. Set up East and West Germany as separate states in spite of Khrushchev’s promise in 1955 to settle the German question by free elections under supervision of the U.N.

            24. Eliminate all laws governing obscenity by calling them “censorship” and a violation of free speech and free press.

            25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio, and TV.

            26. Present homosexuality, degeneracy and promiscuity as “normal, natural, healthy.”

            27. Infiltrate the churches and replace revealed religion with “social” religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a “religious crutch.”

            I base what I say, on people I talk with in person around where I live. Just in casual conversation I bring subjects up. Most don’t know what I’m talking about. There are people that don’t even know who the VP is.

            I’ve run into that too. Very sad. I try to clue them in and tell them to read or listen to what’s happening on multiple news stations. Not much more I can do. Pretty much tell them what’s at stake. They have to make the choice as to whether or not they want to take a stand or keep their head in the sand.

        You hit it. The plan and the reason they DON’T stop the waste is exactly that. To bankrupt America. They can’t take over as long as we are even a little bit prosperous.
        They MUST destroy our economy.
        And the leeches who draw big bucks from the government in retirement benefits from sorry jobs they held, only will make it worse. One bright spot. When it collapses, most of those parasites will NOT have prepared for the fall. They will be in the streets rioting, stealing, and getting shot and killed. Yes, you are right. I don’t like them and don’t believe in them.

    Close the government save for national security; border security [that would be nice]; interstate commerce etc.- a few common things common to all done uncommonly well.
    We were founded on the Declaration of Independence FROM coercive big government – the British Empire – not the Declaration of Dependence on coercive big government – Washington, DC. The essential role of government is to keep the peace and protect private property. It is not to transfer wealth from those who earned it to those who didn’t. That’s toxic totalitarianism and enslavement called Communism…the ends justify the means and from each according to the means to each according to their needs.

    I do agree with Big cutback on food stamps, Here near Tampa Florida you can buy food stamps or use of the cards for .50 cents on the dollar. I did a favor for a neighbor who had a crane business, he offered me food stamps for 1/2 and I never dreamed he would qualify for stamps, drives big Lincoln, couple of pickups, and 3 cranes. It is something Obumo did to get more votes. Was another step in losing America by the Left.

    It is not the governments responsibility to finance social services. This is a step of what smaller government means. Trump supporters want this. This author is a typical liberal who wants government coverage from cradle to grave! What Trump supporters want just to clue you in, is government that stays the hell out of our business, and gives us our rights as stated in the constitution, and eviserates our enemies. Personally I don’t want a government health care plan. I want to be able to pick and choose any insurance plan in any state that suits me. Let the government provide coverage for the sick and disabled, and let healthy people choose their own, or choose not to have any. Health insurance that covers pre-existing conditions is NOT insurance, its a government welfare program.

    This is what we put President Trump in office for. We need someone to cut spending and put Americans back to work. If you have been on public assistance for along time start planning to get off it. This country is in big financial trouble. Obama printed so much money and we have nothing to back it up. Everyone one most tighten their belts. Gave up what you can. Get your children in line make life work for them. No more free hands in the near future, we must save our country.
